General Russell Ward is a former general of the United States Armed Forces, appearing throughout Al's America Rising - A Tale of the Enclave review. He, and other government officials were unfrozen by Al in Vault 111 over 200 years after they were cryogenically frozen.
Origin[]
At the end of the Great War, General Russel Ward was cryogenically frozen in a hidden section of Vault 111 with two soldiers and a scientist. They were to be thawed to help undo the damage caused by the Great War and were ultimately thawed out by Al. He admits in one of his Enclave radio speeches that he did have a family before the war, however, he seems to spend little if any time mourning their deaths. Directly after defrosting he immediately enlists the help of Al to re-establish contact with Control Station Enclave. When the attempt to contact the station is unsuccessful he begins plans to join the enclave forces on a nearby oil rig, sending Al to secure a vertibird facility that had been taken over by Gunners.
Upon their arrival to the oil rig, the group is attacked by hordes of feral ghouls. They eliminate all ghouls on the surface of and inside the oil rig without casualties. Russell Ward then orders the Al to restore power to the facility. After the rig is fully operational again he sends a message to all enclave remnants scattered across America to regroup at the oil rig. Shortly thereafter, Enclave personnel begins to arrive at the oil rig on vertibirds. The General orders the Al to obtain a sample of the FEV(Forced Evolutionary Virus) and the equipment required to refine the sample.
With fresh reinforcements, the General begins his campaign of the Commonwealth, sending Al and sergeant Peterson to secure the north Cambridge police station, which is under Brotherhood control.
After the capture of the north Cambridge police station, the General calls a meeting to discuss the Enclave's current state in the meeting he states that he plans on starting to requisition supplies from commonwealth settlements. Doctor Kane announces that she has successfully refined the FEV to kill irradiated organisms and gives a demonstration to the general of its functionality, however, unlike the former Enclave leaders General Ward begins using the FEV to test the people of the Commonwealth for purity, even allowing those who pass the test to join the Enclave, making him the first Enclave leader to do so. He doesn't say whether or not he intends to spread the FEV en-mass like his predecessors but he does intend on mass producing it.
After the demonstration is completed, The Brotherhood of Steel attacks the oil rig. General Ward personally leads a defensive against the Brotherhood and successfully drives them from the rig, destroying two Brotherhood vertibirds in the process. He then learns that the Brotherhood intends on destroying the oil rig using missiles from Site Gamma, a Brotherhood-controlled missile silo. The General orders Al to go on a solo mission to deactivate the anti-air missiles defending the silo so that Enclave troops can fly in and take the silo. When the anti-aircraft missiles are disabled, Enclave troops take the site and destroy the Prydwen.

Little is known about General Ward's past, although he admits in a radio broadcast that he had a family before the great war, there is no indication that they survived or even existed in the first place. It's entirely possible that he simply uses the concept of old world family life as a propaganda tool. General Ward was a general in the united states armed forces, commonwealth of Massachusetts division he appears to have a deep understanding of all enclave plans including the locations and purposes of major (such as control station enclave) and minor instillations such as the eastern enclave oil rig and the underground military complex housing an FEV sample. He is also aware of and supportive of the Enclave's original plan to use the FEV to purify the wasteland. A true Enclave purist, Ward puts acquiring and refining the sample so that he can use it to test for purity though as of yet he does not have the means to inject it into the Jetstream as was the original plan, or to inject it into a major water source as was eden's plan.
